The AFCCRE is a national association established in 1951 under the leadership of a number of local councilors, foremost among them Jacques Chaban-Delmas are Gaston and Defferre. At the origin of the twinning movement in Europe after the Second World War, AFCCRE has gradually diversified its activities to cover all EU policies that directly or indirectly affect the French local authorities. The AFCCRE is the French section of the Council of European Municipalities and Regions (CEMR), which brings together more than 100,000 local authorities in Europe and is chaired by Wolfgang Schuster, Mayor of Stuttgart. It is also a member of the world organization of local authorities, United Cities and Local Governments (UCLG), founded at the Congress of Paris in May 2004.

The AFCCRE has also providedsince 2011, the Secretariat of the French delegation to the Congress of Local and Regional Authorities (CLRAE) of the Council of Europe. It monitors and encourages the participation of the members of the delegation in the two annual sessions of the Congress and to engage within their communities for the European Week of Local Democracy.

The AFCCRE also takes care to make the link between the activities of the Congress (local democracy, human rights at local, etc..) and its own activities, by ensuring that the members of the French delegation take part in the events organised by the Congress.

Finally, AFCCRE contributes to the definition of the Congress' priorities by taking part in the Assises of Natioanal Associations of Local and Regional Authorities, organised by the Congress every two years.
