On the IV session of the Youth Council at the Mayor of Kharkiv dedicated to the European Local Democracy Week, on October 18, 2018, the project manager of the Kharkiv Citizen Portal Adnrii Dzhmil reported on the intermediary results of the voting on the participatory budget (50 mln hryvnias worth). Out of 305 projects submitted for the participatory budget, 167 were selected to be voted on. The voting is ongoing till October 31, 2018. As of October 18, 2018, there were 6,548 citizens to have voted, which is a good result considering that this the first run of the participatory budget in Kharkiv. With still about one week remaining before the voting deadline, a challenge was suggested and voted on by the Youth Council members to launch a “Kharkiv votes” flashmob during which the concerned parties and people would promote bright posts in the social media about their own voting and calling on to others to do the same. The voting is possible through the Kharkiv Citizen Portal and at the Administrative Services Centers. Each citizen can vote for three projects to be implemented in the city. During the session, Head of the Youth Council Mikhaylo Lazariev informed those present about the decision to create the communal enterprise “Khakriv Reform Office” taken at the session of Kharkiv City Council on October 17, 2018. The project is called to build a smart city and to implement the mission of making Kharkiv a city comfortable for living by introducing and implementing effective and efficient technologies in all spheres of city life and activity. According to Mr. Laraziev, Kharkiv is cooperating with the Vodafone company to realize the Smart City program within which about 35 infrastructural projects useful for the citizens are planned to be implemented with participation of the IT cluster. The following projects were also presented during the session: Dream Job (a fair of vacancies for the youth), Social Advertisement (to be placed at night clubs), Art and Democracy event (to be held on Oct. 21) dedicated to the European Local Democracy Week, large-scale sports events in city districts to engage the public in physical culture activities and promote a healthy lifestyle. The participants of the session were the Youth Council members, directors of departments and heads of offices and divisions of Kharkiv City Council, representatives of non-governmental organizations, media representatives.
