A platform of urban initiatives for citizens to influence and participate in the life and policy-making in their city. By participating in surveys, evaluating news, Kharkiv citizens influence hundreds and thousands of processes taking place in the city every day. Thanks to the possibility of submitting initiatives, they are involved in the development of the city. The portal is constantly evolving and expanding its functionality.
Kharkiv Citizen Portal (https://portal.city.kharkov.ua) is a platform of urban initiatives launched on February 14, 2018, which enables citizens through a use-friendly interface to influence the life of their city. The website and mobile application for IOS and Android have quickly become a tool for citizens to display their activity and enthusiasm. By participating in surveys, evaluating news, Kharkiv citizens influence hundreds and thousands of processes taking place in the city every day. Thanks to the possibility of submitting initiatives, they are involved in the development of the city. The functionality of the website and applications is constantly being developed and supplemented in order to gradually create a single, effective urban portal for all citizens to be able to influence the overall outcome of urban processes as a whole with just one click. The existence of the platform simultaneously solves two problems: firstly, it destroys the stereotype of the “closedness” of the local government allegedly acting solely in its own interests, and consequently increases the positive response of the citizens to innovations and reforms being carried out in the city; secondly, it enables the structures of Kharkiv City Council to make a promptly and effectively study, analyze and tackle problems and opinions of the citizens, to promptly respond and adapt to changes in the public environment, and to make decisions oriented to the public. It is safe to say that the portal is a tool for realizing direct democracy in the city because it is the citizens who have many opportunities to influence its change and development. 90% of the platform users consider Kharkiv to be the most comfortable city in Ukraine. As of Oct.25, 2018 there are 11,722 users registered at the platform.
