Ahmetbey Municipality

The history of Ahmetbey dates back to the Thracians, the years between 600-700 BC. Ahmetbey, which was the host of the Thracian, Hellenistic, Roman and Byzantine civilizations, was in a state of condition related to the granary of the Lüleburgaz Episcopal Center in the third century AC. From the early 1800s until 1930, the Greek, Bulgarian and Turkish people lived together in the town of Ahmetbey. Ahmetbey has an important position in the center of the Marmara Region, is neighbouring Istanbul and is 120 kilometres away from Bulgaria and Greece, where the borders of the European Union begin. Ahmetbey Municipality adopts common universal values such as democracy, pluralism, the rule of law, human rights and freedoms, equality between women and men, justice and respect for differences. We believe that the idea of “full solidarity” which is expressed by the founders of European idealism can be provided by “Pan-European” approach in all terms and spreading sense of unity in all dimensions of European continent. Democracy, freedom, human rights and respect for human dignity, solidarity, equal opportunities, gender equality and social justice are all our common values and we must protect these values.

Amadora

The city of Amadora is one of the 18 municipalities of Lisbon Metropolitan Area and is among the 10 most populous cities of the country. It spans an area of about 24km2, with a population of 175136 residents (census 2011), wich reflects a high population density. It is a multicultural city where people from different ethnicities, nationalities and religions coexist in a peaceful community. Thus, Amadora City Council has developed different strategies to give its citizens the opportunity to interact and participate in the city life through participatory processes so as to promote social cohesion.

BAYRAKLI MUNICIPALITY

Bayrakli is one of the 11 central districts of Izmir. Bayrakl? district is located between Izmir and Çanakkale. Ancient Smyrna is shown as the place where Izmir was founded in terms of the city. Bayrakl? history dates back to 5,000 years. According to the Law No. 5747 in Turkey, Bayrakli became a district of Izmir Metropolitan Municipality on 6 March 2008. In general, Bayrakl? is a residential-centred settlement. In addition to this, Bayrakl? has become a new attraction centre in Izmir. The density of the industry has been decreasing gradually in the district's economy. Bayrakl? has become the new centre of attraction of Izmir where the concentration of the courthouses, business centres, call centres and vertical settlements is increasing. Besiktas Municipality

Besiktas is located in the European side of the city of Istanbul, and geographically composed of coastal and interior settlements. Despite its small surface area and population, it is ideally located at the junction of arterial roads of Istanbul, and has a convenient location to world-class amenities. It has the access roads to the Bridges of Bosphorus and Fatih Sultan Mehmet interconnecting the European and Anatolian sides of Istanbul and even two continents. While the current population is approximately 190.000, it reaches approximately 2 million people in a day.

Büyükçekmece

"More Modern Büyükçekmece, Happier People from Büyükçekmece." Büyükçekmece is well-known on account of its agricultural and tourist potential. It developed rapidly in the 1980s and its population grew day by day. From 1994 onwards great efforts were made in terms of urban planning (sewage network, decontamination facilities, parks, monitoring of the environment, overhead energy and telecommunication networks placed underground, lighting systems etc.). Büyükçekmece has thus become a modern district. Büyükçekmece Municipality has organised dazzling cultural activities and projects in co-operation with the European Union and other institutions.

Chemnitz

Chemnitz, the “European City of Culture 2025”, is a town with many faces. It is the third largest city in Saxony with approximately 245 000 inhabitants. Art and culture are integral parts of the city’s history. As an old industrial town, the city was named the „Saxon Manchester“ and in the 20th Century a key international player in mechanical and locomotive engineering. Chemnitz is often not perceived on a national and European level. However, this will change with the nomination as Capital of Culture. It is now all the more important that the people of Chemnitz also participate in shaping the future of their city. This can be done by participating in online citizens' offices, citizens' consultation hours with the mayor or surveys often simply from home.

City administration of Krasnodar

Municipality of Krasnodar (before 1920 - Yekaterinodar) is the administrative, industrial, business and cultural centre of the Krasnodar Territory. Founded by the Cossacks in 1793, the administrative centre of the Krasnodar Territory - the city of Krasnodar - is the largest industrial, transport, commercial, scientific and cultural centre of the South of Russia.

City of Kraljevo

Kraljevo is a city in the central part of Serbia, in the Raska Distric The city of Kraljevo occupies the area of 1,529 km². It is located at 190-208 m altitude, at the confluence of the Ibar river into the West Morava, from Sumadija mountains (Kotlenik) up to the Kopaonk group of mountains (Zeljin, Goc and Stolovi). On the west, it leans on mountain parts of the Pld Vlach (Jelica, Cemerno). On the north, the city of Kraljevo borders with municipalities of Cacak, Knic, Kragujevac and Rekovac, with municipalities Trstenik, Vrnjacka Spa and Aleksinac on the east, with the municipality of Raska on the south and with Ivanjica and Lucani on the west. According to the 2011 census, 125.488 citizens live in Kraljevo, of which 61.585 men and 63.903 women. Median age of the citizens is 41,9 years. 54,8% of citizens live in urban areas and 45,2% live in suburban areas.

Eastern European Center of Multiparty Democracy (Kyiv, Ukraine)

Eastern European Center of Multi-party Democracy (EECMD) works to increase the capacity of political actors, to enlarge political and electoral playing field and to enhance democratic political culture. It is done through bilateral support programs to political parties. EECMD also sets out to support reform minded political actors in the Ukrainian parliament and local councils after elections. EECMD has established a regional educational program which calls Democracy School. It functions in 5 regions in Ukraine (Kyiv, Dnirpo, Lviv, Odesa, Poltava), where citizens can learn how to build the democracy within their communities.

Edremit

The municipality of Edremit, in Türkiye, is located on the Aegean Coast. With its 34 kms of coastline covered with beaches and crystalline waters overlooking the stunning Gulf of Edremit, this precious center is included in the metropolitan city district of Balikesir. Fastiv city territorial community

Fastiv City Territorial Community is a territorial community in Ukraine, in the Fastiv district of Kyiv region. The administrative center is the city of Fastiv. It was formed on June 12, 2020 by merging Fastiv City Council of regional significance and village councils of Fastiv district. The community includes 1 town (Fastiv), 1 township (Borova) and 16 villages: Bortnyky, Velyka Motovylivka, Velyka Ofirna, Velyka Snitynka, Vepryk, Vyshnyaki, Gvardiyske, Klekhivka, Mala Ofirna, Mala Snitynka, Mlynok, Motovylivka, Motovylivska Slobid , Olenivka, Tarasenky and Fastivets. The population of the community is 63,449 people. The community is located southwest of the capital of Ukraine, Kyiv. The area of ??the community is 336.7 km2. The distance to Kyiv from the administrative center is 57 km by rail, 75 km by road, 75 km to the nearest airport "Kyiv", to the airport "Boryspil" - 100 km. The main sectors of the economy of Fastiv city territorial community are: industry, railway, construction, agriculture and trade.

Huddinge

Huddinge is the second largest municipality in the county, located in the South of Stockholm City. With over 106,000 residents, Huddinge is in a unique position in terms of its proximity to the heart of the capital and its access to extensive, easily accessible nature areas.Besides a fantastic countryside, Huddinge also has a wealth of cultural and leisure activities to offer. Kharkiv City Council

From a Cossack settlement to a major industrial, cultural and scientific centre, the city of Kharkiv is the administrative center of the historical and geographical region of Ukraine, which is named "Slobozhanshchina". The area of modern Kharkiv exceeds 300 square kilometers, and the population is 1 million 450 thousand people. The territory of the city is a hilly plain with valleys, ravines.

KIRKLARELI MUNICIPALITY

Kirklareli enjoys a strategic position between the Balkans and Anatolia. The city is the shining star of Turkiye with its rich culture and history. Its motto is "the city of happy people". Kirklareli was founded in 1870 and named on 20 December 1924. If you follow the street that runs upwards from Hizirbey Mosque, which can be considered as the city center in Kirklareli, road will take you to Yayla Square and Ali Riza Efendi Culture House will be opened on 20 December 2017. For several years, the city was home to Greek, Bulgarian, Turkish, and Jewish populations. As a result, Greece, Bulgaria, and Montenegro decided to build a room with their names to represent their cultures in a culture house which calls  Ali Riza Efendi Culture House, that has a name in Greek in a room, a Bulgarian and a Montenegrin. The house has been visited by 275.000 people since its establishment in order to represent the common culture.  Kirklareli Atatürk House, also in the city, opened to the public on January 17, 2018. Kirklareli Atatürk House was founded in the municipality with the help of Krklareli's charitable people whose hearts beat for Mustafa Kemal Atatürk. Kirklareli Atatürk House and Kirklareli people will be delighted and proud to welcome their visitors in the future, just as they have done in the past. There have been activities organized by the Women's Solidarity and Education Center (KADAM). Concerning the theme "Every Color is Free in Krklareli," NGOs and women entrepreneurs assist students there. In the scope of Bulgaria - Turkiye IPA Cross Boarder Cooperation Program, a cultural center was built. A project of ours was selected as “Best Practices” at the meeting held on 13 October 2015 in Sofia / Bulgaria.

Konak Municipality

Izmir is the third biggest province of Turkey, with a population of 4.367.251. Located at the geographical centre of Izmir, Konak is also the economic, cultural and historical centre of the city. The district has an area of 24 square kilometres. According to the latest official data, 351.572 people live in the 112 neighbourhoods of Konak. However, due to its status as the transportation, business and entertainment hub, it is estimated that Konak hosts 1.5 million people every day. Konak Municipality was established as the “Central District Municipality” with “Metropolitan Municipalities Law” numbered 3030, published in Resmi Gazete (Official Gazette) on 9 July 1984. The name of Izmir Central District Municipality was changed to “Konak Municipality” on 4 July 1987. On 22 July 1988, Konak Municipality completed its organisation and became operational. Konak Municipality serves its citizens with its 31 directorates and over 2000 personnel working in various fields such as public works, women, children, sports and culture. Currently, Konak Municipality has 15 community centres: 1 centre for senior citizens, 10 sports centres and 4 culture centres.

Ku?adas? Municipality

Ku?adas? is a city located on the Aegean coast of Turkey, known for its natural, cultural and historical richness, has built its economy on the field of tourism since the 1980’s and has drawn attention from all over the World with its pristine beaches, Dilek Peninsula National Park, Güvercinada Castle, Old Town, antique cities and countless other assets. With its population of 116.966, Ku?adas? keeps hosting a variety of cultures since very early ages.

Lüleburgaz

The total population of Lüleburgaz is based on the exact population determination results of 2018 (147,325). This (115.000) is in the district center and (31.660) is in the towns and villages. This population (51%) is females (49%). The population growth rate is well above the country average and the increase is mainly due to intensive migration from other regions and from the villages.

Lviv City Council

Lviv is located in Western Ukraine, about 70 km from the EU border and 160 km from the eastern Carpathian Mountains. The population of Lviv is 750 000 people. Lviv received statuses of Culture capital of Ukraine, IT-center of Ukraine and title of Youth Capital. In 2020, it was created in Lviv City Territorial Community. The community includes 2 town (Dubliany and Vynnyky) and 17 villages: Briukhovychi urban-type settlement, Velyki Hrybovychi, Volya Hamuletska, Hryada, Zavadiv, Zashkiv, Zbyranka, Lysynytchi, Malehiv, Mali Hrybovychi, Mali Pidlisky, Pidpirtsi, Pidryasne, Riasna-Ruska, Rudne urban-type settlement, Sytyhiv. The population of the Lviv City Territorial Community is about 800 000 people. Lviv is focused on democratic values and on the formation of civil society. Through the tools of public participation, in particular through the organization of the Public Budget project, Lviv strongly encourages citizens to choose and implement priority projects for the city, to create the city together!

Municipal council of the town of Sestroretsk (Saint-Petersburg, Russia)

Municipality of Buca

Buca district, where Izmir's history is most intense, has a unique identity as it witnesses the civilization dating back to 130 BC. Buca, the most populous district of Izmir, has a population of 517.963 compared to 2021. The society, which consists of Greek, English, French, Dutch, Italian and other Levantine families who came and settled in Izmir in the past, contributed significantly to the development and enrichment of Buca. Thus, Buca, which has hosted countless cultures and civilizations, has a universal mosaic structure. Municipality of Cascais

A little over 20 minutes from the capital Lisbon, facing the sea, with its mild climate and three thousand hours of sunshine per year, surrounded by a coastline that opens doors to the infinite Atlantic Ocean, Cascais has much to show and a participative population, to whom the words: volunteering and spirit of mission say a lot. With a territory of 97.4 km2 and 214,158 residents, in 2021 we registered the presence of 44,559 foreign citizens, 85% of whom are from countries outside the European Union. We welcome and promote quality of life for all. We offer heritage, history, culture, gastronomy, sport and nature, which are so appreciated by those who visit us or those who live here.

Municipality of Cigli

Located at the north of Izmir, Çigli is one of the biggest ditricts of Izmir with a 133,55 kilometer square area. Surrounded by Menemen from the north, the Gulf of Izmir from the south and the west and Karsiyaka from the east, Çigli is 27 kilometers from the Izmir city center, 18 kilometers from Menemen and 7 kilometers from Karsiyaka. The most important locations of the district are Izmir Bird Paradise, Izmir Wildlife Park and Atatürk Organized Industrial Zone, Çamalti Salt Marsh and Çigli Air Base.

Municipality of Loznica

The City of Loznica Loznica is a town in west Serbia known for many cultural and historical sights and also by tourism locations such as Trši?, the birthplace of Vuk Stefanovi? Karadži?, a reformer of the Serbian language and alphabet, Cyrillic. Loznica has 80,000 inhabitants and it is located on the border with Republika Srpska and on the banks of the Drina River. Loznica has been developing rapidly in the last few years and is pretending to become the leader of development in this part of West Serbia. Last year, two large foreign companies, the American company and the Chinese, came to the industrial zone in Loznica. The City of Loznica is developing in many areas and it is recognizable by many cultural, historical, and tourism events such as Vukov Sabor, the Drina regatta and many others. Loznica is attractive for tourists from Serbia and Europe, but also for many people who move to this city because of its many advantages.

Municipality of Veliko Gradiste

The municipality of Veliko Gradiste is located in the northeastern part of Serbia, by the Danube, 114 km downstream from Belgrade and belongs to Podunavlje region (Branicevo District). It covers an area of 344 km2 with 26 settlements. The seat of the municipality is town Veliko Gradiste and is the administrative, economic and cultural center of the municipality. To the north it is bounded by the Danube, which apartsit from neighboring Romania in a length of 20 km. Veliko Gradiste has the dock for all the ships on the Danube that are coming from the Black Sea ports on their way to Vienna. In part of its flow through Veliko Gradiste, Danube reaches the width up to 2,000 meters, and rightly carries the epithet “Danube sea”. On the right bank of the Danube is located Ram fortress. A few miles upstream from the ancient Byzantine fortress, in 1483, the new fortress was built by order of Bajazit II. It was an important cornerstone of the Turkish defensive line from Hungary. Silver Lake is 2.8 km far from Veliko Gradiste. Because of the closeness and good connections with major cities in Serbia, it is very popular for tourists and fishermen. Tourists who spend their vacation at Silver Lake, among other things to enjoy, have the opportunity to visit the attractive historic and cultural sites - Iron Gate, Viminacium, archeological site Lepenski vir and Golubac fortress. Veliko Gradiste is located on the part of the area in which the Romans, following the ore, built Castrum in the first century BC - important military fort and civilian settlement Pincum, named after the eponymous river Pincus (Pek). Soon it becomes commercial and craft centerand an important river port. Itexperienced the peak of development during the reign of Emperor Hadrian (second century AD). Pincum then enjoyed substantial autonomy, including the right to coin its own money. The name of Veliko Gradiste was mentioned for the first time in Ravanica charter from the year 1381, according to which Prince Lazar leaves 13 villages in Pek area, including Gradiste, to the Monastery Ravanica.

Muratpasa Municipality

Muratpasa is a cental district in Antalya, Turkey. With its population of more than 510 thousand, hospitals, schools and other public institutions and organizations, business and shopping centers, historical and tourist points such as Kaleici, Muratpasa is the heart of Antalya. The district has an area of 92 square kilometers. With 20 kilometers of coastline to the Mediterranean sea on its south, Muratpasa is surrounded with Kepez district in the north, Konyaalti district in the west and Aksu district in the east. According to 2019 the official data, Muratpasa has a population of 513 thousand 35, living in 55 neighborhoods. Muratpasa Municipality, which has built the circular economy model on the basis of ecological sensitivity, has built a model that creates equity for both the municipality and the residents of the district with its waste collection and recycling system, which is an example for the whole of Türkiye.

Ramnicu Valcea

The municipality of Ramnicu Valcea (“Ramnic”), the capital town of Valcea County, Romania is located 176 km far from Bucharest, the capital of Romania. The municipality of Ramnicu Valcea spreads in the hilly area of the Meridional Carpathians, at an average altitude of 250 m, on the right bank of River Olt, at its confluence with River Olanesti. The population of the municipality amounts to 118.398 inhabitants. On July 29, 1848, the people of Ramnic, gathered on the site of the present Zavoi Park, played for the first time the song “Awaken thee, Romanian!”, the current national anthem of Romania.

Rize Municipality

From 1924 onwards, Rize has been a province of the Republic of Turkey. Rize province is a province of north-east Turkey,on the eastern Black Sea Region Rize which lies on the northern side of the Black Sea mountain ranges has uneven and mountainous terrain. Södermöre municipal district is a rural part of Kalmar municipality. Kalmar is a city in Småland in the south-east of Sweden, situated by the Baltic Sea. How Citizens can get involved in decisions: - We have a "Citizens panel" where they get information from the board of politicians. Tarsus Municipality is one of the oldest municipalies in our country with its 152 year history. Tarsus is a historical city with 10,000 years of uninterrupted life and traces of many civilizations according to the archaeological excavations. TC Beykoz Belediye Baskanligi (TC Beykoz municipality)

Beykoz is one of the municipalities of Istanbul Metropolitan City and it was established in 1984. It is located on the Anatolian side of Istanbul and northern end of the Bosporus. It has coasts from Bosporus to the Black Sea. The name Beykoz is derived from “BEY”, in which the meaning prince, lord or gentleman, and “KOZ” that is a word for a type of walnut (and Beykoz is famous for its walnuts as well). Beykoz consists of 45 neighborhoods. The surface area of Beykoz is 310,36 km2. The total number of Beykoz population is 246.700. From past to the present days, Beykoz becomes an important place for various cultures. The signs of Thracians, Bithynians, Persians, Greeks, Romans, Genoeses, Byzantines and finally Turks can be seen. In addition to its historical significance, Beykoz has unique natural beauties either. It has long coastal road and large forested places.

The city of Vranje

The city of Vranje is located in southern Serbia, in the central part of the Pcinja district. It borders with 5 municipalities of Pcinja district - in the north with the municipalities of Vladi?in Han and Surdulica, in the east with the municipality of Bosilegrad, in the south with the municipalities of Bujanovac and Trgovište, and in the northwestern part with 3 municipalities of the southern Serbian province of Kosovo, Kosovska Kamenica, Novo Brdo and Gjilan.The territory of the city of Vranje covers an area of 860 km², and consists of a total of 105 settlements, urban settlements Vranje and Vranjska Banja and 103 rural settlements organized in 32 local communities. Vranjska Banja has the status of a City Municipality. According to the 2011 census, the number of residents in the city is 83,524 inhabitants. The center of the city is the town of Vranje. The city is located in the northwestern part of the Vrana basin, on the left bank of the South Morava. The municipality of Kovin

The municipality of Kovin is the southmost part of Banat and covers 730 km2.The south boundary of the municipality is the Danube River in the length of 46 km, while its northern territories represent a part of the Deliliblato Sands, which spreads over 34,829.32 hectares. 53% of the Deliblato Sands are in the Kovin municipality. Its population amounts to 33,722 persons of various ethnic backgrounds. The municipality consists of 10 setllements: Kovin, Bavanište, Gaj, Dubovac, Deliblato, Mramorak, Skorenovac, Plo?ica, Malo Bavanište and Šumarak. Kovin is the administrative, cultural, political and economic center of the municipality and it has 13,499 inhabitants. Agriculture provides a high potential for municipal economic growth due to 42.5 thousand hectares of high quality arable land. The municipality also has coal, gravel and peat deposits.

It is INTERSINDICAL VALENCIANA's union formation school, an entity that englobes 11 different unions in the Valencian Community, numbering about 20.000 members in total  Melchor Botella's Union School has also many agreements with public entities in the Valencian Community such as Massamagrell City Hall, Cheste City Hall, and many others.

“Kentsel Gelisim Dernegi” is a non-governmental organization that aims to create social opportunities for young people and adults to expand their horizons, strengthen their self-esteem, support learning and personal development since 2014 in Malatya City and Malatya Metropolitan Municipality. In Malatya, the work of non-governmental organizations engaged in local and national dialogue with local government and other public institutions. The NGO focuses on youth awareness, education, community information on the European dimension, citizenship to build consciousness with social, cultural and educational support.

National Russian Congress of municipalities

The ?ongress was established in 2006 by the councils of municipalities of the constituent entities of the Russian Federation. The Congress: - authorized by the Government of the Russian Federation to submit an annual report “On the state of local self-government in the Russian Federation, its development prospects and proposals for improving the legal regulation of the organization and implementation of local self-government”; - represents the local government of the Russian Federation at the international level: it forms the municipal part of the Russian delegation to the Congress of Local and Regional Authorities of the Council of Europe. In addition to the organizational work to ensure the work of the national delegation, the Congress collects analytical materials at the request of the Congress of Local and Regional Authorities of the Council of Europe secretariat. It has a status of Permanent observer at the Commission of the Interparliamentary Assembly of member nations of the Commonwealth of Independent States (CIS) to study the experience of state-building and local self-government; - publishes and distributes its own media products: the magazine “Municipal Russia” and the newsletter. Maintains its Facebook page and its website www.okmo.news. In its activities, the Congress pays close attention to the following areas: - improvement of management at the municipal level, digitalization of management at the municipal level; - clarification and adjustment of the system of competences, based on the principles of subsidiarity and the allocation of sources of funding; - improvement of control and supervisory activity mechanisms; - improving the territorial foundations of local self-government, including legal opportunities for the development of metropolitan area and inter-settlement territories; - further development of mechanisms for supporting public initiatives, increasing the participation of citizens in the development of proposals, discussion and management decisions.

The Standing Conference of Towns and Municipalities – National Association of Towns and Municipalities of Serbia (SCTM), founded in 1953, gathers towns, municipalities and town municipalities. Union of Central Anatolian Municipalities Statutes

Central Anatolia Municipalities Union is a public organisation. Republic of Turkey Central Anatolia Municipalities Union is established upon the document of Ministery of Interior Affairs with the date 15.01.1991 and number 15053 and the permission date 25.01.1991 and number 91/1427 of the Council of Ministers. Central Anatolia Municipalities Union service centers’ property is on the Union.

Union of Communities of Armenia

The Union of Communities of Armenia was established in 1997, uniting all 502 rural and urban self-governance bodies of Armenia. The main statutory goals of the Union are to promote the development of local self-governance, protect the interests of member communities, strengthen the capacity of local self-governance bodies, and promote co-operation among member communities. The Union defines its mission as being a unified and representative voice of its members guided by the principles of its members' autonomy, rights protection, collegiality and non-discrimination in Armenia and in the outside world, with strong institutional solidarity and structures. The Union strives to ensure that the local self-government bodies of the RA have a vocal and trustworthy voice in the country's political system, with an aim of influencing the political agenda in collaboration with national authorities for the sake of the Armenian citizens, communities and local democracy. The Union aims at development of local self-government, strengthening local democracy and promoting citizens' participation at the local and regional level. The Union initiates activities for the achievement of these goals both by its own projects and with the cooperation of local and international partners.
