Union of Municipalities of Turkey

The Union of Municipalities of Turkey (UMT) dates back to 1945 and is the sole union for municipalities at national level. It was transformed into a legal public entity in 2005, in compliance with Article 20 of the Law No. 5355 on the Local Authorities Union as part of the Local Authorities Reform Process. Accordingly, all of the 1394 municipalities in Turkey are natural members of the UMT.

Accordingly our main tasks are to:

  • carry out effective lobbying activities directed at the Parliament and central administrative institutions;
  • provide opinions during the drafting of legislation affecting and relating to municipalities on the basis of the European Charter of Local Self-Government;
  • organise seminars, panels, conferences, workshops and technical study visits in Turkey and abroad;
  • publish periodicals and various publications on municipal issues;
  • provide consultancy services on legal, technical and other related municipal issues;
  • collaborate with world organisations and national local authority associations abroad to improve international municipal co-operation;
  • support municipalities during accession to the European Union;
  • organise training courses for mayors, municipal councillors and personnel.
