« National Russian Congress of municipalities » takes part in the European Local Democracy Week - a paneuropean event coordinated by the Congress of Local and Regional Authorities of the Council of Europe - as « Partner association »

National Russian Congress of municipalities

The ?ongress was established in 2006 by the councils of municipalities of the constituent entities of the Russian Federation. The Congress: - authorized by the Government of the Russian Federation to submit an annual report “On the state of local self-government in the Russian Federation, its development prospects and proposals for improving the legal regulation of the organization and implementation of local self-government”; - represents the local government of the Russian Federation at the international level: it forms the municipal part of the Russian delegation to the Congress of Local and Regional Authorities of the Council of Europe. In addition to the organizational work to ensure the work of the national delegation, the Congress collects analytical materials at the request of the Congress of Local and Regional Authorities of the Council of Europe secretariat. It has a status of Permanent observer at the Commission of the Interparliamentary Assembly of member nations of the Commonwealth of Independent States (CIS) to study the experience of state-building and local self-government; - publishes and distributes its own media products: the magazine “Municipal Russia” and the newsletter. Maintains its Facebook page and its website www.okmo.news. In its activities, the Congress pays close attention to the following areas: - improvement of management at the municipal level, digitalization of management at the municipal level; - clarification and adjustment of the system of competences, based on the principles of subsidiarity and the allocation of sources of funding; - improvement of control and supervisory activity mechanisms; - improving the territorial foundations of local self-government, including legal opportunities for the development of metropolitan area and inter-settlement territories; - further development of mechanisms for supporting public initiatives, increasing the participation of citizens in the development of proposals, discussion and management decisions.
