Participatory Budgeting - PB - is a process in which each citizen is called upon to submit proposals and decide on a part of the municipal budget.
The PB is now a consolidated municipal policy in Cascais, part of a system of participation that contributes to active, informed and responsible citizenship.
It is a mechanism that guarantees people the chance to propose ideas that express their needs. As the Cascais PB is binding, the winning projects have to be implemented. The PB is therefore an instrument of fundamental importance in the participation strategy of Cascais Municipal Council (CMC).
CMC launched its first PB in 2011 and since then it has never stopped... always involving new citizens!
The Cascais PB has become the largest and most voted for in the country, involving around 60,000 people every year.
In these 12 years, the people of Cascais have already promoted significant works and together we have transformed Cascais.
The Cascais PB is proud to be responsible for the realisation of one project in every 0.5 km2 of the municipality. A feat achieved by the citizens who, each year, are once again called upon to participate.
Since 2011, 51 million euros have been decided, translated into 220 winning projects, the result of a participatory and civic endeavour that places the municipality among the most outstanding in Europe and the world.

From 13 April to 12 May, with a minimum investment of a few minutes, you can make all the difference to the life of your street, your neighbourhood and even the municipality. In this 12th edition of the Participatory Budget, there are 23 projects you can vote for. There are 14 Typology A projects, which benefit citizens through an organisation, and 9 Typology B projects, which directly benefit citizens in various areas.
In more than 10 years of Participatory Budgeting, with the participation of citizens, we have changed the municipality: Cascalenses live 0.5 kilometres from a participatory budgeting project.
