« Union of Provinces (UP) » takes part in the European Local Democracy Week - a paneuropean event coordinated by the Congress of Local and Regional Authorities of the Council of Europe - as « Partner association »

Union of Provinces (UP) was established in 1985 as unique local government association at national level to represent Special Provincial Adminstrations (SPA) in Turkey. Today all 51 SPAs are natural members of UPS in line with the Law No:5355 on Local Authorities Union. Chaired by the Deputy Minister of Interior, UP enjoys a widely established network thorough Turkey. UP has established a “Continuous Training Centre-V?BEM” within the organisation targeting to deliver continuous training programmes necessary for elected politicians (provincial councilors around 1.250) and appointed SPA staff members. UP's main tasks are to ·         provide guidance to SPAs, ·         lobby for the interests of SPAs ·         help SPAs in EU accession process, ·         promote exchange of best practises and know-how among SPAs ·         provide comments for prepared legislation affecting local authorities ·         organize trainings, conferences, study visits for politicians (provincial councilors) and SPA staff, ·         establish relationships with local government unions and international organisations abroad on local government issues.
