The European Local Democracy Week (ELDW) is an initiative co-ordinated by the Congress of Local and Regional Authorities of the Council of Europe. This paneuropean event is targeted specifically at local and regional authorities (local communities, cities, municipalities, provinces, regions).The general aim is to promote and foster democratic participation at a local level throughout public initiatives which involve citizens.
“Active citizenship: voting, sharing, participating” is the leading theme of the 2013 edition.

Local and regional authorities which implement activities within the framework of the European Local Democracy Week (ELDW) without fulfilling all the criteria of the "12-STAR CITY" status have to apply as a PARTNER.
Each municipality can apply as "12 STAR CITY" if it undertakes to comply with the 5 specific criteria in the implementation of the European Local Democracy Week (ELDW).
The ASSOCIATIONS of local and regional authorities, as well as NGOs and other European and international associations are invited to take part in the ELDW and encourage initiatives to be held in the communities.
